Of course there's little to stop you doing that if you wanted to, but if you're going to go to the trouble of designing the site then you might as well make it legit. As for buying graphics, I don't know, I've never tried it, but dmoz.org might help: http://dmoz.org/Computers/Graphics/Web/ You still haven't said what kind of graphics you need - button icons, banner backgrounds, page backgrounds, border elements, logos?
