I believe it is under system-->configuration-->mandrake-->drakconf...something like that.. It'll be the screen that gives you all the configuration options for users, hardware, screen resolution etc. If you click on the one for hardware you get to another menu that has X as an option and that is the one where you can uncheck a little box that says "start x automatically". I had the same problem a couple of days ago...it was hard to find too, because instead of being under the "signon" or "users" option x configuration falls under a sub-menu ("hardware").
