For the moment they will be testing it with some minors services (internal email, etc...) and they will keep to add services until all is converted. Why do I get the feeling that they are just angling for some price concessions from MS by threatening to run a linux pilot program? Not a bad tactic actually. They really already made the decision to switch, the first systems (mail web and then some) will be transfered in May-June this year. Their reasons are to diversify. They also state that they don't expect any savings in the short term, since the money they can save on licenses will have to be spent on training etc...
