I just resolved an identical itch. Put your icons wherever you like with "align to the grid" checked, then uncheck the option. Next time you boot, your icons will remain where you put them.

Is this Mandrake machine client or gateway on your LAN? Do you use it to route LAN traffic to Internet? Static or dinamic IP? Do you have router, switch, hub?

Equivalent command depends on your DHCP client. Try: # pump --release or # dhclient -r as root.
