Ati svideo out - refresh rate problems

Hello Im running mandriva LE 2005 2.6.11 I have a radeon 9000 in this puter and I have pluged the svideo into my tv and on boot before X starts it looks fine but when X starts it looks like the refresh rates go out of range because the screen gets all garbled up I have searched for xorg.conf examples but havent had any luck im posting my xorg.conf so mayb some one can give me some tips on how to get the correct settings for the svideo out ..

Doesn't ati have this tool fglrxconfig that sets it up for you?

I dont seem to have that utility on this machine Iv messed with it before but with poor results.

Im beginning to think no one knows what there doing Iv got so much conflicting advice im about to giv up.......
