Need to "reset" ssh

I'm currently in the prpcess of trying to set up an old machine ot act as a server/router for my local network. I have got everything working so far, but I have a couple of questions about ssh:

 

1) I can't seem to log in anymore - "ssh <ip-address>" just sits there and does nothing. Is there anyway of "resetting" ssh so that I can establish a brand new relationship between my two computers? The server machine doesn't have a monitor so I NEED to be able to access the machine remotely. sshd is running on the remote machine and there are no firewalls.

 

2) Do I need to be logged in on the remote machine to be able to ssh to it?

 

Please help - I need to dial up to get internet access before I can get online - until I ge this sorted!
