I have Mandrake 8.2 installed, but my modem (Modemblaster) isn't supported so I have no way of installing updates to the OS. Is there a way that I can download the updates from somewhere else and then install them? (I don't have money to purchase a new modem right now so that is out of the question.) Quite a few of the games that came with Mandrake 8.2 don't work correctly, so I figured the updates could correct some of the issues.

You could download updated packages from the cooker, or from other locations, but you could not use mandrake update from somewhere else.

What this means is that if you could determine the packages that need/should be updated, then you could find those packages on the mandrake website/ftp sites and download them and install them onto your computer. However, the trick is figuring out which packages need to be updated and finding them all.

This is not all that hard, but it does take a little bit of research. This would be your only option. Either that or update the entire system to Mandrake 9.0.

Well, if you are dual booting, you can always download the updates to a directory in your windows partition and just reboot to mandrake and install the updates.. Almost all of the updates (with exception of kernel). you can pretty much do with this command as root

rpm -Fvh *.rpm

Anyway, depending on the version of the modemblaster, it might have linux support in it, check

file:///usr/share/doc/HTML/index.html

for the database whether your modem is supported or not.
