lets-eat-gary's thread in Tips & Tricks is specifically written for Mandrake/Mandriva, so you will have problems.
As you're using FC4, we have to move the topic to Other Distros, but hopefully someone will be able to help you. :)

Have you looked at Kivio, which is included in KOffice? Not sure about rotation, but the commercial version Kivio mp (multi-platform) offers additional stencils for circuits, etc, if you don't mind paying. :unsure:

All righty...no takers. How do you delete a post?
It's often a good idea to post again briefly (as you have now done) to get back to the top of the pile. Some of our members have a life away from the board - difficult to believe, I know - so they won't all have seen this thread.
Unanswered posts are not usually deleted: sometimes they get a response months later to someone's benefit. Even an unanswered question conveys some information to the reader. :)
A mod will delete the thread if you think it's necessary... :unsure:

If you installed Documentation, you should have a Command Line Manual on your menu somewhere. In 10.0, it's under More Applications - Documentation. If not, you can find it at www1.mandrivalinux.com/en/fdoc.php3. B)

It looks like you haven't set up any external sources. Use the Easy Urpmi link at the top of the page to set them up.
