workspaces and shutdown

In order to move a window to a workspace, i have to right click on the window and choose move to workspace #. Is there a way to make it so that I can just drag it over to another workspace? Also, when i try to shut down the computer while logged in, it just logs me out. It does the same thing when i click reboot. Is there a way to fix this?

 

I am running gnome on mandrake 9.1

I think he means in the workspace switcher you can drag between spaces in the panel. The only wm/de I've used that enables you to drag between workspaces by grabbing the titlebar is Waimea, though I can't remember if fluxbox does it, it may.
