Two options:

1) Change KDE global config files in /usr/share/config/ . These will be the default settings for all users, overridden only by configs in ~/.kde . Also, make sure that there's nothing in the /usr/bin/startkde script that will override your changes.

 

2) Copy your ~/.kde template to /etc/skel/.kde/ . I'm not sure if this will work or not, though.

I will try.

Doesn't work because of hardcoded pathes to the home/user-dir in the files.
