Will not shut down

Just installed Mandrake 10.0/2.6 and somehow, I've made a change to the shutdown procedure and I can't figure it out.

 

When I click on "logout" there is no longer an option to "restart" or "shutdown" the PC, there is just an option to end session and logout.

 

When I choose this, KDE closed and I end up having to logout of the root again but the pc will still not shut down so I just have to turn it off.

 

I've gone into the system/kde/login manager at set allow shutdown for "everybody" and LILO "show boot options"

 

Under boot loader i have nothing selected (if this has anything to do with it)

 

Anyone have some suggestions and thanks! and yes, I'm a freakin' noob.
