comparison 2.4.23 - 2.6 kernels

While I was reading this comparison ( http://www.infoworld.com/infoworld/article...5FElinux_1.html ), I encountered the following (is this backported to 2.4?):

The new modutils and module kernel code is much smoother than that found in v2.4, and permits a kernel to be compiled without support for module unloading to ensure the integrity of the production kernel.

If this can be done on a per-module-base (I don't think so, but it would be more flexioble ..but maybe more dangers?), it would be even better ....

I don't if it is so, but does somebody know if the security-module is locked liek this? It should be to my opinion ...
