Problems with Gnome Control Center

I'm working with Gnome on Mandrake 9.2rc2. I've had the same problem with previous versions. Whether I try to start it from the Menu or from the command line, it opens the Desktop Preferences directory. Whenever I try to start the Gnome Control Center from the command line, I get the following error message:

Any suggestions?
