Disable ipv6, if you don't need it (most people do not), and try again. All that said, I don't have the faintest idea if mencoder can encode to the prorietary asf format. Surely enough decoding via mplayer and win32codecs is perfectly feasible, but I never bothered to encode to asf myself. Probably someone else may know if it's on the agenda. And, AFAIK the mplayer from the regular repos is compiled without support for such formats. Replace it with mplayer from PLF (mplayer-1.0-1.rc2.23.r28791.2plf2009.1.i586.rpm).
