Opening /dev/modem - Permission denied

I recently installed a ppp dialer called Chestnut-dialer, which seems very similar to kppp but does not use kde. Trouble is every time I try to use it I get the above message. Kppp works fine as does wvdial, and chestnut-dialer claims not to need root access. I cannot get a reply from the makers. Can anyone tell me what the problem might be and how I can resolve it? I have various files chmodded in order to make wvdial work for a user.

 

Wvdial works fine but with gtkdial frontend does not seem to handle dodgy connections very well, seeming unable to make up its mind sometimes whether it is connected or not. I thought I would have a backup ppp dialer standing by but do not want to use any kde stuff.
