Best way to change udev rules?

I've got a problem where I have a number of machines with two network adapters and want the on-board one to always come up as eth0 and the other as eth1. The 61-net_config.rules rule already have the mac addresses entered but often eth0 and eth1 is swapped.

 

My questions are thus:

When in the installation process is this file made? Is it during the actual installation, after the postInstall routine is done, or during the first boot?

 

I know upfront which mac address belongs to which card, so I could manually create this file in the postInstall routing, but are there other better ways?

 

i'm doing automatic installations so manually fixing this after the initial install is not something I want to do.
