Internet Access

I generally use KDE but I had an older box which I set up with Mandrake 9.2 running Gnome. Internet access is configured in the Control Center and I have added Modem Lights to the Panel. The only way that I can connect to the Internet is to start the connection in the Control Center as root. I would like to use Modem Lights to dial my internet connection as a regular user and would appreciate fairly detailed instructions as to how to accomplish this. Modem Lights is currently monitoring the internet connection. I have done some searching on the Internet but the only information that i can find is that it appears to be a permissions problem with some ppp related files. Thanks very much for any help anyone can give me.
