eth0: Device or resource busy message

I'm at my wit's end with this problem. When I boot up Mandrake Linux 10.0 eth0 fails to initialize with the message:

 

SIOCSIFFLAGS: Device or resource busy

 

My configuration is a Linksys BEFSR41 DSL Router connected to eth0. I know everything works OK because both Windows XP and Knoppix 3.4 come up just fine.

 

I tried every combination of settings. I just finished Gowator's "Setting up a single PC with static ethernet IO Address Howto" with no luck.
