Problems here also :(
Fresh install of Mandrake 10
Downloaded the latest ATI driver and tried to install but I get the "no kernel module build environment" error message during RPM install.
The ATI install guides says that the installer requires the Kernal source code in order to build a custom module, and so I went into "Install Software" and installed the kernal source.
I then tried the RPM install again and this time eveything appeared to work - no errors and at the end it said the drivers were installed successfully.
Yay or so I thought.
Running fglrxinfo shows that the drivers are NOT installed and OpenGL renderer is still Mesa!!!
What did I do wrong now?

I too went through this process pretty much the same as what you have outlined here.
I too am stuck with no 3D support (ATI 9800Pro and same Nforce board)
I did try re-compiling my kernal but I got it wrong. However the new compile just showed up as a possible boot option in LILO - so it was easy to revert back.
If you try and get this to work, please let us know.
