You could try CTRL-ALT-Backspace to see if this completes closing the X server, else as ix suggests, just press CTRL-ALT-F1 to switch to a console, login and type halt, or poweroff or any of the many ways to shut down.

Yes, if kde/kdm is borked, then a command will bring it all down nicely. If it works (haven't heard from the original poster) then an update to kde is in order. If it doesn't work, then there is something more seriously wrong with the system.
