I have noticed that when I change desktops that the desktop icons, on the newly selected desktop, give a shiver or quiver ( call it what you like) for a couple of seconds.
It is not a real problem because nothing seems to break or be unstable. In some ways it is quite novel so I wonder if this is an effect or perhaps an indication of a minor bug in the system.
Has anyone else experienced this. All updates are up to date.

If 3D is enabled, it may be the cause.

No, 3D is not installed and I have always been loath to use it so I have never installed it.

I am running RC2/Cooker, updated to 2008.1 Official, and I do not experience what you describe.
