Someone might call this a feature, but I call it a bug, as I have it clearly set to "click to focus" in the control center. When I scroll (using my touchpad) whatever window is currently under the cursor gets focus and the effect of the scroll. Oddly enough, while the window gets focus, it doesn't get raised.

I want this to be disabled. Any clue where this is set?
