Whats the best competitor of Dreamweaver and Frontpage on the linux?

If you mean webpage design, the most popular are probably Bluefish, Nvu or Screem. For more info see Wikipedia. Or you can of course use any text editor (with colouring markup) like for example Kate.
On my opinion, quanta is the best. Tried Bluefish and Scream, but Quanta is suited more for my needs (and it resembles MS InterDev which i liked very much).

I highly recommend aptana - cross platform and very feature rich. It focuses on AJAX development, but you can use it as a general development environment. They also have a build that does Ruby on Rails..

Quanta is a part of kdewebdev package. If you use mandriva, simply type in terminal "urpmi kdewebdev", as root of course.
